Scoping out Cayo Perico requires you to steal a smuggler plane and fly it all the way across Los Santos to a waypoint in the southern area of the map. However, if you reached the area without the cutscene triggering or passed it long enough for the game to crash your plane and doom you in the sea, you know your attempt to scope the island out has been bugged.
Seemingly random, this bug can prevent you from going to one of the best GTA$ sources in the game but you can fix this at the press of a button, literally.
It seems that it's the wheels of the Velum, the smuggler plane, that cause this bug to occur. In order to guarantee you can progress from Los Santos to Cayo Perico, make sure the wheels are out and not retracted.
That's it. It is really that easy to deal with this bug. We would suggest getting the wheels out before you reach the waypoint, just to make sure the cutscene triggers immediately and doesn't require you to circle back.
Neither we nor the community knows why the plane's wheels cause this issue to occur but it's possible that they need to be out for the sake of the cutscene. Ironically, the short scene shows the Velum with wheels retracted and they only go out as you land the plane.
